Mix soup, water, sugar, and vinegar and pour over beef layer. Cover with lid or foil. Bake @ 350* for 1 hour. Serve with buttered white bread.

In 2qt casserole dish put three cups of the raw cabbage in bottom, pour drained hamburger mixture on top, then top with remain gin cabbage.
