You can use the Stygian Library in a campaign set in the Elder Scrolls universe as Hermaeus Mora's domain Apocrypha, or as the Great Hall of Celaeno in a Cthulhu Mythos game. The Gardens of Ynn can just drop in anywhere that magic isn't totally inappropriate - I'm probably going to do a Delta Green mission where kids are getting lost in it.
